Overview
Project Luminescence Commonwealth is a mesh overhaul for Fallout 4 that addresses one of the base game's most overlooked visual flaws: the complete lack of glow effects from light sources that should be turned on.
Regular light bulbs, neon lights, and any other active light source look the same whether they are on or off. The mesh itself has no noticeable glow or emission effect. The engine glowed around the object, but the object just lay there, looking flat and lifeless.
This mod replaces the original mesh with a modified version that attempts to simulate a glow effect so that active lights appear to be glowing. All vanilla assets with both open and closed states are identified (I hope) and processed this way. When a light source is activated, whether it's an incandescent lamp, a neon tube, or another fixture in the Commonwealth, it will now visually glow.
It works with the ENB series (flood settings may need to be adjusted), or it can be used in a completely vanilla environment. Light sources finally look like they're doing something, rather than being next to a light source appearing out of nowhere. This is a nice effect that improves immersion.
background
This project was inspired by ENB Lights Overhaul, a mod involving similar concepts that was well received by the community before being removed. The key difference is that ENB Lights Overhaul is designed specifically for users running the ENB Series. If you're playing the original version, it won't work as well.
I've always liked the goals of that mod, but the ENB-only restriction left a lot of players out. When it disappeared and nothing could replace it, over a long period of time I decided to build a PLC from scratch using the same core technology, while keeping it optimized and limiting the changes to the minimum necessary to achieve the effect.
Additionally, the PLC uses the ba2 archive format introduced with Fallout 4's next-gen update, and is built for the current next-gen version, although previous versions should also work fine.
compatibility
PLC is suitable for almost all equipment. It only touches a few meshes, edits for minimal effects, and image space just to tone down the bloom effect of the original. There was no lighting record, no world space editing, no script.
Fully compatible with all lights and lighting mods. It can be used normally with any weather module without conflict. The glow effect naturally interacts with ENB, enhancing post-processing rather than competing with it. Compatible with settlement overhauls, location mods, and world editors. The world space record has not been touched, just some new lights have been added to specifically replace those lights that should be emitting light but are not, so the previsualization/rehearsal system is not affected (including other mods that fix similar PRP).
Loading order: Other lighting or mesh mods in Y. Loading last ensures grid coverage and bloom editing takes precedence over everything else.
Install
Use any mod manager of your choice. No matter which one you use, the process is the same. Or you can install it manually.

Please report any missing meshes and I will attach them as soon as possible. Thanks.
Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
