This F4SE plugin allows building and placing objects in workshop mode anywhere you want (see note below). Inside other objects, in water, and even in the air. Additionally, almost all scrap-only objects (yellow) are optional/movable. Additionally, you can move objects out of the green area and leave them there, but I don't recommend this - if you think your settlement borders are too tight, just use a border expansion mod such as Build High (but be careful as this mod conflicts with scrapping mods and can cause reset errors).
Allowing building in water has a side effect - all objects that require water to be placed, can now also be built/placed anywhere.
Put water purifiers everywhere!
You can move workshop benches, power armor, and many other previously unmovable objects (this mode is off by default - press INS to enable). However, be careful before moving/deleting such objects before saving!
Building restrictions (only in dirt, outside green areas) remain in place. The only problem is that objects with such restrictions (and all objects outside of the workshop) will still be highlighted as being able to be built, when in fact they are not. You just have to remember - there are no buildings outside the green area, and if an object says it must be built in dirt, so be it. You can build such objects in a valid location first and then move them to any location you like.
You can turn on/off area timeout outside the workshop so that you can move built objects from the settlement to wherever you want. I'm not sure placing the settlement object outside of settlement won't cause any problems though, so proceed at your own risk
You can precisely rotate objects in the X, Y, and Z axes using the mouse buttons (default) or the mouse wheel (see Configuration Options). Click the ctrl key to change the axis of rotation. Numpad + and - change the rotation angle step size.
You can precisely move objects in the X, Y, and Z axes using the numeric keypad keys. 2,8 - up and down, 4,6 - left and right, 7,9 - to and from the player. Numpad / and * change the movement step size.
You can change the scale of an object using the numeric keypad keys. 1 - zoom out, 3 - expand vertically, .(dot) - reset the scale to 100%. PgUp and PgDown change the scale step size.
You can make movable objects such as armor, weapons, trash, etc. static (can't be kicked, won't fall off) and back. Default hotkeys - "Home" turns on object physics (makes it movable/dragable if possible), "End" turns off object physics (makes it static if possible).
For scaling, precise rotation and movement work, make sure the object you want to move/rotate is only highlighted (outlined) and not selected (floated in front of the player).
For any numeric keypad operation to work properly - check if NumLock is on.
The last 10 operations (precise move/rotate/scale) can be undone using the Backspace key (default).
You can use the "=" key to save the parameters (position, rotation, and scale) of some objects and set all or part of the information to other objects. 1,2,3 - set X, Y, Z position, 4,5,6 - set X, Y, Z rotation angle, 7 - set scale, 0 - set all parameters.
All hotkey operations display notifications when activated.
All hotkeys and notification messages can be changed in the configuration file (DataF4SEPluginsplace.ini)
If you don't have a place.ini yet, rename place_example.ini to place.ini

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
