If you play Fallout 4 with any of the mods that make nights and interiors darker, you will notice a lot of objects like fog, smoke, water, blood, etc. Can "glow in the dark" as they were originally designed around the brighter lighting present in the base game.
After being spoiled for choice with Skyrim mods that address this issue, I decided it was finally time for Fallout 4 to get similar attention and treatment.
The Fallout 4 Particle Patch updates hundreds of mesh and material files to create fog, smoke, water, blood, mud bubbles, ice, fog beams, dust, flying leaves, creature wings, bullet trajectories, weapon effects, splash, glass, foot impacts, and more to better utilize environments and point lights (i.e. Pip-Boy lights). As a result, these effects will blend in better with the environment and appear to "glow" less in dark areas and at night.
This mod also tweaks and improves some effects; for example, the fog effects in Far Harbor have been updated to render from further away, rather than just near you. Blood effects have been slightly adjusted to be more realistic.
See the screenshot for a visual example.
This mod is mostly complete, but may be updated in the future as additional objects are discovered.
The best way to experience this mod is to give it a try! If you don't like how your mod setup looks, my feelings won't be hurt :)

Gloomy Glass is a soft requirement and highly recommended as a base for covering most glass objects. The author has done a great job of balancing the possibilities and it makes sense not to reinvent the wheel. This mod will work without it, but many glass objects will glow in the dark.
Humidity Shader Fixes - While not required, highly recommended to fix many inconsistencies and issues with surface materials.

Generally speaking, you can keep this position in the load order and have any other mods override it if you wish. There aren't many mods that modify these objects, so there probably won't be too many conflicts. It's mostly mesh and material files, so no stress or gameplay issues.
Works well with Enhanced Blood Textures as it mainly deals with blood decals/splatters. This mod uses a custom/unique blood blast texture (the spray when shooting something), so I recommend leaving it over EBT to see how you like it. If not, you can load EBT later and it will be fine.
Fully compatible with PRP. This mod changes some effect references in the world, but does not affect precomposition/rehearsal data and does not require a PRP patch. Just set the PRP as directed (i.e. make sure PRP.esp is below this value).
There are a few edited cells that can fix some glowing objects, but that doesn't mean it's not compatible. Just make sure it loads between PRF and PRP and you'll be good. For example:
*PPF.esm (PRP master file)
*FO4ParticlePatch.esp (this mod)
*PRP.esp (the PRP unit patch that should be near the bottom of your load order)
Mesh binding fixes are included directly in the mod.

Can be added/removed at any time. Put this high in your load order (as early as possible) and let other mods cover it. For example:
gloomy glass
Blood Mod (i.e. enhanced blood textures)

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
