Enter Black Isle Penitentiary, a pre-war correctional facility protected by warden Elias Voss's final agreement. Guided by Guardian One, you will uncover its haunting legacy and reactivate the prison into a fully operational settlement. Justice, corruption and choice await it.

Author's words:

Black Island Prison - the living prison system of "Fallout 4" "When justice decays, stories are born."

[Old World Legends Entry (November 24-December 7)]

Overview

Black Isle Prison was a pre-war correctional facility that survived the First World War in exceptional condition. Its last warden, Elias Voss, issued a series of protocols that sealed the prison's fate - and kept snippets of his decisions in a personal journal.

Decades later, players will encounter Guardian 1, who silently observes and remembers. Through a series of missions, you will reactivate the prison into a fully operational settlement, revealing parts of its past while determining its future.

A prison is more than just a location - it's a living system filled with daily rhythms, persistent NPC characters, and morally complex choices. What you find within may challenge your sense of justice, but how you continue its legacy is entirely up to you.

Black Island Prison layout and general description

Building 100 - Warden's office, conference room and personal quarters.

Building 102 - Execution Room/Death Chamber. I'm thinking of implementing an electric chair similar to mlucke's execution chair module.

Building 103 - Cremation Ground. Although planned, it has not yet been designed or implemented.

Building 104 - Vaulted hut supporting farmers/agriculture.

Building 105 - Areas C and D share bathrooms.

Building 106 - Corner House, built to support farmers and agriculture.

Building 108 - Utility Infrastructure (Electricity/Water).

Building 109 - Multifunctional area including laundry, clothing vendors, medical, dormitories, canteen, weapons/armor vendors, vertical lift transport (rooftop).

Building 111 – Vault supporting farmers/farming.

Building 112 - Areas A and B share bathrooms.

Building 113 - Quant Cottage, used to support farmers/farming.

Building 115 - prisoner canteen, workshop, etc.

Recommendations #1 and #2 – A-D shared entertainment areas.

Sentinel Towers – Seven sentry towers.

Cell blocks - five cell blocks, Area A to Area E. Cell E is a death row cell.

Developer Notes:

  • Black Isle Prison is a very large facility, currently designed to follow the limitations of the settlement system in Fallout 4.

Due to the specialized nature of the facility, most prison staff perform correctional officer-related functions.

The facility also includes other settlement-related activities such as agriculture, medicine, and traders.

A total of 61 beds are available for prison guards.

  • Due to the large scale of the installation, part of the interior of the building has not been depicted in detail. For example, Cell Blocks B, C, and D are still under construction and currently unavailable to players.
  • Areas A and E are capacity areas for holding prisoners.

Game mechanics for groups of prisoners/prisoners have not yet been developed or implemented

The game mechanics for non-lethal prisoner/prisoner capture are not yet complete.

If you have the knowledge, skills, or abilities (KSAs) that can help me implement these things, please share them in a post.

  • Consider this version a work in progress (WIP) or prototype. I use it as a learning tool and as an experiment.

Little navmesh work was done outside the perimeter walls.

So far, little landscaping has been done.

No LOD generation or pre-staging/pre-merging has been done yet.

I don't know if this mod is compatible with a certain version. All testing is done using the latest version of FO4 and Creation Kit.

Given the many issues with Fallout 4 and the Creation Kit today, there may be some bugs.

Future updates:

Install & use Install: follow the bundled instructions

  1. Unzip the archive from playbuff and read the bundled readme / instructions first.
  2. There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
  3. Place the files exactly as the readme says; mods with listed dependencies need those installed too.
  4. Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.

Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
