This mod will conflict with other mods using ambientpedmodelsets.meta, only the Ambient Gangs mod is compatible. I removed most of the pedestrians and limited the weather to between mist, fog, thunderstorms, and showers.

I recreated Widow Town from Red Dead Revolver using the map editor. You'll need LML to load the map and use the Red Dead Beta - Beyond the Borders mod to remove the invincibility barrier. Since I couldn't find flat terrain north of New Austin, I had to build the city south of Mexico.
