Wetsuit and coldsuit backpack adjustments

Simply added some extra negative effects to backpacks and backpacks in Wet and Cold to make them less of a crutch.

This is a mod for anyone who finds themselves never taking off the backpack added by Isoku's Wet and Cold because there's no gameplay reason. Added two custom effects that reduce movement speed and stamina regeneration rate. This model isn't for everyone, but I want a realistic negative to drive the big positives they bring. The effect scales with the size of the backpack (smaller backpacks slow you down less). Optional Harsher version with more powerful effects.

Just extract the file to your Skyrim Special Edition directory and make sure to load it after Wetandcold.esp
