The slowing effects of poison and frost damage not only reduce the victim's movement speed, but also their attack speed. Use SKSE scripts and dummy spell implementations to overcome the pitfalls of attack speed actor values, and various attack speed fixes should be used.

Slowly affects attack speed

It seems to be common for ARPGS to use the "Fire Frost Blast" elemental rule of thirds to ease the speed of various actions that suffer. Skyrim does implement something similar, with its various frost magic items using a hidden "slow" effect while reducing the target's movement speed by 50%, plus some alchemical effects that do the same. What's missing for both right and left hands is attack speed, but due to the way the game controls these stats, that's actually not that simple.

So what I did was make my first encounter with the Papyrus scripting system a project that worked around this limitation. Various slow effects now use custom scripts, allowing them to also reduce the target's weapon speed multiplier to the same factor as its movement speed. Therefore, by default, all frost magic items and spells in the game cause the target to move and attack 50% slower than normal, adjusted for resistance. This of course includes player characters, so now frost damage is something melee characters may want to avoid specifically. Slow poison has more uses and can give you the upper hand when trading strikes.

Some magic items in the game have also been patched, namely that various instances of the Ice Storm spell use frost damage in a 15-foot area of effect, but the added slow effect only works on direct hits. Ice Storm's spell, roll, and staff enchantment versions will now also slow down all targets captured in the area.

The script can identify whether the target's right or left attack speed value is greater than 0 in order to decide whether to use enhancement or consumption while the magic effect lasts, and use the SKSE function to dynamically adjust the magnitude of the selected virtual spell required to achieve the desired result. This should ensure it works properly when using mods that fix the base value of attack speed, such as Attack Speed Fix.

However, please note that attack speed AV has no effect on unarmed combat. It only changes the speed of the actual weapon swing, so creatures and humanoids fighting limbs or other "fake" weapons are not affected by this mode. I'm sorry, that's all I can think of, I'm sorry.

This mod edits several magic effects to attach new scripts, so it is most likely incompatible with other mods that change them in any way, and only magic spells and items that use the regular game's slow effects will benefit from its added functionality. However, if desired, the magic effects of other mods can be patched using the included scripts.

The script also contains fixes related to changing an actor's SpeedMult value, as Frost Magic BugFixes and Ordinator mods also work. You can load this mod after Ordinator without problems. The fix will update affected speed multipliers so that they cannot maintain their momentum after slow speed starts affecting them, and will also prevent it from reaching 0 and moving as if at 100% speed, limiting the minimum speed multiplier to 1.

This mod also changes some magic items with new AoE Slow effects, as mentioned above. SSEdit can be used to find any conflicts. Delete the contents of the Data folder and activate MigSlowAtk.esp to install.

Slow Affects Attack Speed

It seems kinda common for ARPGS using the "fire frost shock" elemental trifecta for frost to slow down the afflicted's speed of his various actions. Skyrim does implement something like that, and its various frost magical items use a hidden "Slow" effect also lowering the movement speed of the target by 50% for a few seconds, plus a few alchemical effects also doing such. What'd be missing from it would be attack speed, for both the right and left hands, but …

Install & use Install: follow the bundled instructions

  1. Unzip the archive from playbuff and read the bundled readme / instructions first.
  2. There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
  3. Place the files exactly as the readme says; mods with listed dependencies need those installed too.
  4. Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.

Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
