TL;DR
Always read conflict. Always save backups. Starting a new game is highly recommended if you want to change the game to work (PC cast value corrupts existing save) - see "Player Characters" for alternatives. "Upgrading" from another of my subspecies is not "required" for this extension and the actor's value will not be assessed at any level. These images cover the most prominent features. For more details you still need to read, I have made the categories and color text so that it will be easy to go through the sections as smoothly as you want. For those of you here going through my Normal Weapon Resistance review in brief overview, see next section: - Normal Weapon Resistance 50% and 100%, or view the image for it.
Purpose
If anyone likes this part but doesn't like others, please indicate in the comments what category or feature you would like in general and I'll do my best to differentiate it.
Focus on the balance between player upgrades (slight changes) and NPC templates and skills
They kill faster, you kill faster; high risk, high reward
Ultimate goal - limit unfairness but keep "right fights" memorable and not so fast.
Enhancements and rebalances rather than special treatment for players.

Bring back some good stuff that's been left out
Eh. skull tumor
Anyway, this works, so I'm going to share it with you
If anyone wants to make a patch or even take the idea, just do it and just give credit to the actual copy.
When asked to make a part, I will try to cut the part down for the purpose.
Requirements, compatibility, known issues
Let me start by saying a compatible approach - without experience of actual conflicts in the game. Incompatible means - partially or completely, making it impossible for me or another person to function as a whole. Partial compatibility - before or after loading one or the other, they still work with mix changes. For those who like the changes more than I do, be sure to load them after the update and they will work how you want them to. For example, if simply stronger modifications load, it will overwrite my changes and you will see ACCER's changes as if my changes were never included.
I'm not planning on doing that, though considering the only reason I'm doing SE is for the shading issues. It's smoother for me. So unless there's a good series that I can't get into SE and VR I'm not going to get better anytime soon.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
