F4SE plugin that will remove all level requirements from leveled lists and encounter areas; configurable via .ini file

information
What it does:
This F4SE plugin will make all item and/or NPC level lists have a level requirement of 1. This will cause level-gated items and NPCs to appear from level 1, as they should. There's no reason for a game to pander to players and intentionally make NPCs weaker so you don't get beat up by some fully equipped sniper at level 1. Grow a pair, fire first
Unleveled World is great, but the amount of manual editing it does often results in the need for patches to run properly. This F4SE plugin does the same thing, but it doesn't do any manual editing and never requires patches, while also eliminating script injection
The GLXRM_UnleveledWorld.ini file can be used to configure whether items and/or character lists are to be unleveled.
Due to some engine funk, this plugin can't cancel existing injections yet. Will update once I find a CTD-free method. However, it does cancel any newly injected levels if UnlevelItems is set to true.
Configuration .ini file:
This plugin has an .ini file that contains some settings that allow you to configure how the plugin works and what to change.
While this won't negatively impact your game, it's still recommended that you adjust it before starting/loading a save. No changes are permanent, and they will only be active if the plugin is enabled and the option is set to true
List type:
NPC and item lists are separate and you can set which ones are unrated in the .ini file. For example, you could set UnlevelItems to false and UnlevelCharacters to true, so that you can now generate all NPC variants, but they will still have level-gated gear. Note that some high-level NPCs may be using leveled lists with higher level requirements than the player level, so you may have unexpected results.
Encounter area:
You can use this plugin to set the minimum and maximum level of the encounter zone to 1 or 127 respectively. UnlevelZoneMinLevel should be kept false to keep certain zones at a higher level from the beginning, while UnlevelZoneMaxLevel can be kept at any level.
It is recommended that you use encounter area recalculation for a better experience to take advantage of the increased max level to use other areas with lower values.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
