Universal Scrap Machine from Resources -> Miscellaneous.
Use the front lid to manually load items. Alternatively, you can use the number pad on the right to store all the junk you're carrying, or to transfer items from the workshop to the machine.
Press the red button on the left to get started. The top nixie tube should light up and show you the progress of the scrapping process. The machine should lock itself when scrapping.
Once the process is complete, the machine should unlock and allow you to remove the scrap. Alternatively, you can use the numeric keypad again to transfer content to the workshop.
