The core problem with vanilla talents in Fallout 4 is Bethesda's decision to abandon the skill system, which means that most talents end up just doing the job of skills, which makes them boring. Many mods try to solve this problem by adding back the skill system. True Privilege takes a slightly different approach – what if all privileges actually deserve to be called “privilege”?
This overhaul is specifically balanced for more difficult games. I recommend you run at least one mod that limits loot, my personal recommendation (I made a patch for it) is Lunar Fallout Overhaul, but it should be used with any mod that reduces loot and slightly increases difficulty. This isn't required, but many of the perk changes are intended to complement low-loot play.
Better talents, better skill trees
- In general, talents used for special builds now have higher special requirements and have been consolidated, but skills like the Native Leader, Lone Wanderer, and ranged weapon talents have low requirements. Nearly every perk has been touched, tweaked, or moved.
-Perks that are generally useful but not really needed for the build, such as Soothsayer, Miser, usually have higher requirements. Level 10 perks are now often niche perks for specific playstyles that take advantage of maximizing that particular skill, rather than just being a good perk that everyone wants (like sniper).
-The production talents are all level 4, you won’t be able to use dump attributes
To craft - Talents now require increasing specificity per level (e.g. Gunner 1 requires Agility 1, Gunner 2 requires Agility 2, etc.).
- Special training now caps at initial attribute + 9, but requires level 7 per level to train.
Weapon Proficiency Damage Specialty
The first level of all weapon damage perks now gives you a scaling bonus based on your level.
Close### Combat Weapons
Bladed weapons (swords, knives, etc.) now gain bonus damage from Dexterity instead of Strength, and you gain proficiency in them from the Backstab talent instead of Grand Alliance. Melee weapon damage scaling is reduced at higher levels.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
