Unique settlement missions can still be completed, only the random missions posted by Blackie have been removed, see below for details.

Once all of this is done, Preston can be used as a regular companion, and he won't ask for any help with the settlement.
Once you have 4 settlements you can start going independent by talking to Preston and do the entire Militia quest line if you want.
Formation level quests require 8 settlements to start and enmity with other factions.
NOTE: In order to capture a new settlement where settlers have moved in, you must kill them or use console commands. Settlements with no settlers moving into them can apply normally.
If you don't want to kill them, open the console (~), click on the workshop, and use setpv OwnedByPlayer True to claim it.
If you have any problems with the settlers, just leave the area for a while, then come back and they will fix it themselves.
Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
