You can build settlements indoors and outdoors in the federation and recruit all NPCs in the game as residents.
Don’t recruit NPCs with missions, be careful of bugs (unless the mission is completed)
Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
