A Scavver faction owns and operates 4 new workshops in full-sized Red Rockets (not the Dogmeat ones), with patrols and outposts in smaller RR locations.
This provides a new experience in figuring out how to obtain a faction's resources, which happens to include new workshops. This isn't a new workshop settlement building area solution for the clean, obsessive perfectionist who wants to build to the sky. If you already have them, stick with them.
If you like exploring and figuring things out, skip the next section describing factions, actors, and workshops...
Scavver Faction
The Scavver faction starts out friendly to the player to help in any battle. Crimes such as theft or murder against Scavver members will make the temporary 24 game hour faction hostile like any other friendly/neutral faction.
Check the relationship status by placing the scavver magazine on the ground.
Shootin' 'n lootin' to force ownership of the Scavver studio will obviously affect faction relations. With some legwork you might be able to find an alternative path to avoid hostility, but if you're in a hurry or the CBA is waffling with factions, just shoot as usual.

Scavver Actors
The Scavver Actor is a new levelNPC form and custom level list that should not be affected by any other form-based overhaul mods. Actors level up to the player on first load with a health calculation of approximately 100+5/player level, which should be fine for most game balances.
The actors use scav-related chat, and if you're patient, talking to them is likely to cough up something interesting, but there's no boring dialogue to go through. If you encounter a scavenger patrol, you can ask them for directions.
Scavvers do not respawn at workshop locations, and if they lose ownership of a workshop in a hostile manner, they will not bother you again. Scavvers in non-Workshop outposts will respawn (see console settings) until the faction leaves or disbands. If the faction loses ownership of all 4 major workshops in a hostile situation, the Scavvers may leave the Federation for a less difficult location. Maybe the Blue Ridge Mountains of West Virginia.
Scavver actors have WorkshopNPC scripts, so if you manage to ally with a Scavver faction, they can become settlers. Using the console/utility to force-recruit Scavver before they form an alliance might lead to surprises, ho ho.
Scavver Workshops
You can force ownership of studios in a hostile manner, or if you're willing to put in some effort, there's a way to peacefully ally with the Scavver faction, gain ownership of all studios, and leave the Scavver as happy settlers.
The outer workshop is fully configured and the WorkshopParent is registered for settlement production, but the inner Glowing Sea workshop is not. Part of the experience with this faction is figuring out how to gain ownership, because if ownership is forced via utility or console, locals will notice and do it intentionally.
Rooftops are no longer navigation meshes for NPCs. All non-precombined objects can be grabbed using an additional scrap list, which only applies to the 4 RR locations to avoid conflicts with your other scrap recipe mo …
Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
