Ensure that Federation repeat missions remain on the Federation map (not DLC or other map mods).
In practice, it's the same as Keep Radiants in the Commonwealth, but instead of using a keyword, it checks to make sure the parent location is "CommonwealthLocation", which works without editing the location, making it compatible with the mod.
Mods that do not have a CommonwealthLocation set as a parent should now also be prevented from adding locations.
