How to find people
Head to Nick Valentine's office to begin the "Fifth Gospel" mission. Reading the new case file will prompt you to go talk to someone in the Diamond City Market about him.
Preacher does not have the affinity system of the original game. With that in mind, his talents will only take effect once you recruit him, and only while he's still in the party. He can be fired as a worker in your settlement and can be re-recruited. Ask him as he follows you, he has a rich backstory and will grant you useful gifts (and hats!) when you talk to him.
Holotapes and notes from a number of major (and miscellaneous) locations recount the missionary and his adventures, integrating him into the world in an immersive, backstory-appropriate way.
