Update 1.01 on August 3: The standard version and the DLC-free version (if the Nuka World DLC is not installed) are now packaged and uploaded.

The comic book "Liberty Belle" can be found on the top shelf of a doorless locker inside South Boston High School. It's not a big building, so it shouldn't take you long to find it. South Boston High School is located in the South Boston area (near Boston's southeastern shore).
Alternatively, you can use the console command "player.additem" and enter one of the following item IDs:
0900266B - (Liberty Belle) Teaches you the Flag Cloak recipe as your character progresses, also found at South Boston High School.
090090E8 - (Flag Cloak Recipe) No quest progression is required to unlock all Flag Cloaks, this item will not otherwise be placed in the game world.
Notes:
The capes were manually weighted based on the power armor's existing animation bones to look very natural as you move. The engine doesn't allow attaching new bones to animations via craftable modifications, so just slapping some cloth physics on them isn't an option.
When in the Power Armor Crafting Station, they are attached to the left arm in the "Miscellaneous" category. My goal is to keep this lore friendly and balanced within normal game mechanics. The "Miscellaneous" category on weapons is only used for unarmed attacks on most models of power armor, making it essentially an empty slot for gun and/or melee weapon users. This at least adds something to the left arm slot, and I believe their benefits are significant enough to fill the gap in the right arm slot.
Because these capes are in the miscellaneous category, they will still work with any paint job on the left arm of the armor.
Each cloak has different benefits, and most of them grant you two perks at the cost of reducing one special stat. I hope going without the cape is still an equally viable option, so there will be some trade-offs.
There is an intentional "tear" in the front of the cape net that allows arms to pass through without getting pinched. The texture of each cape also takes this into account so th …
Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
