This mod gives you multiple options for reducing enemy head vulnerability from vanilla 2.0 (head damage 2x) to 1.0 (enemy's head takes as much damage as any other limb). You can set it to 1.9, 1.2 or whatever you like.
There's also an option to reduce the chance of an enemy head-on in half, which will make the early stages of the game really tough. Download this mod, install it with NMM and select the appropriate options during the installation process.
Again: This mod changes the enemy's head damage multiplier and/or the enemy's head chance, so it will be harder to kill with mugshots.
