Install
Standard mod installation. Extract the file to your Data directory and activate the mod via the official game menu (or whatever method you normally use).
Once in the game, the item will be automatically added to your inventory called "FallComplete Launcher" (located under the AID section of your inventory). Just use this to launch the FallComplete menu! It is highly recommended that you save this as a hot/favorite, as Pip-Boy sometimes gets in the way of the FallComplete menu.
