The Falcon Weapons MP4 Special Operations Adaptive Personal Weapon (APW), made from the Italian SITES Specter M4 SMG, often still referred to as the "Spectre", is a mechanically versatile and compact pre-war weapon chambered for common military 10mm cartridges. Known for its gas-mediated blowback system, which uses a portion of the expanding gas to tailor performance as the user sees fit; either by slowing the bolt with gas-delayed blowback to reduce the rate of fire, or by gas-assisted bolt return to increase its rate of fire to a top speed comparable to a revolver gun, which is half as good as an airsoft gun.

It was unaffordable to the average mob or the military trying to arm soldiers with numbers, but it was adopted in small numbers by the U.S. government for domestic use, by the FBI, the Secret Service, and sometimes by certain police departments around the country. But it often appears in the hands of civilians, security companies and paramilitary groups.

Its extremely rapid rate of fire, comparable to that of a minigun, made it formidable in close combat, but prevented military use due to sheer novelty and impracticality, which produced huge cumulative recoil and severe barrel wear; although there are rumors that Black-Ops used it for wet operations, directing its overwhelming firepower into false flag operations intended to be viewed as brutal acts of terrorism. The civilian version, however, was limited to three-shot bursts, revolutionizing its spray-and-prayer philosophy; demonstrating its remarkable precision and accuracy by delivering three closely grouped shots that sounded like only one. However, the common way it is implemented is with a Gas-Delayed blowback, providing rock-solid performance in a compact personal defense weapon.
