Many randomly generated Brotherhood of Steel members are drawn from a pool of only 9 faces. Considering the number of BoS members the Predwen airship encountered upon its arrival, this face pool was seriously insufficient. The diverse Brotherhood of Steel increases that number to 54, with more to come. Note that despite this growth, many of the randomly generated BoS members won't even call the pool. For example, various legendary BoS types have dedicated faces that are repeated every time an NPC of that type appears, so as the spawn rate increases, this repetition becomes more obvious. In the future, I (the original author rsm000rsm) will also consider creating a face pool for these BoS members.
