Add spiral staircase options to the menu under the wooden floor, one bigger and one cleaner. The clean one uses bulky collision so I wouldn't recommend trying to put something like a light on the clean one, just saying
There's a Base version and then one that will stack infinitely on top of it, so as high as possible.
Settlers won't use, no one making custom tiles can make settlers use something unless it's exactly the same as the default tile. However I did use a navmesh for the original stairs, so the settlers would walk in like a wall, but when you fast travel/wait they can use stuff on the floor above causing the navmesh to technically get stuck so it messes with their AI :)
