Standalone means it doesn't touch the NPC level list.
Location:
Follow the road north of the Droid Junkyard and you should see an abandoned APC and some Raiders lying around, clothing, hats, helmets (20x each)
Located in a crate inside the APC. (Plus a few extra supplies from the previous owner.)
Alternatively, you can craft any costume/helmet/mask you want in the Chemistry Workbench under the "Winter Gunslinger Outfit" crafting category. All costumes (only costumes) can be made at the Armor Workbench.
Install & use Install: follow the bundled instructions
