Settle into the pond and build a cabin between Big John's salvage yard and the Wesson Atomic Toy Company headquarters. This area is heavily irradiated, so I (Transient3292, the original author, the same below) ignored it in any game. I have removed any radiation hazards, pond scum, and replaced the water with clean water. The settlement spans 4 tiles and the workshop border isn't perfect on all sides, but it's the correct shape. I built a garbage wall on either side of where the actual border is.
