Have you ever noticed that only about half of shelters have exterior door controls? Those are Vaults 81, 88, 114 and 118. All of the shelters you're locked out of have controllers that your Pip-Boy can plug into. Strangely, nothing else. So I (the original author Glitchfinder, the same below) decided to correct it.
