Who assesses whom?

All serving and living dukes and above lords of the Celestial Dynasty can assess their direct officials without requiring independence.

The governor of the Celestial Dynasty, the direct earl and the baron can all be evaluated; the earl and baron cannot evaluate others.

Dukes and above give performance evaluations to their subordinates while waiting for their superiors to give them performance evaluations. AI Celestial Dukes and above will also complete a full set of assessments in the background; this is the second AI exception explicitly authorized by the owner of this project.

A round of performance season

Freeze the list of direct subordinates for evaluation, and calculate KPI and value points based on territorial efficiency, talent growth, superior evaluation, loyalty, crime, faction and historical behavior.

The list is frozen by round; officials who are transferred, re-examined or resigned will not secretly change old case files to "subject to the latest caliber".
