Known issues:
This mod does not take into account the cooldown increase for Threat Assessment, as the ability needs to read the owner game state to determine if it should increase the +1 cooldown when used, and the Tooltip UI only has access to the ability game state, not the unit game state.
WARNING: As any XCOM 2 mod does, saving the game with the mod enabled will cause saving the game to only work when the mod is enabled, as this is a UI mod, so content should not be lost after disabling the mod. Now, if you decide to disable the mod, you will have to use this mod to fix it.

Compatibility Note:
This mod overrides UITacticalHUD_AbilityTooltip and may be incompatible with other mods that override the same class. (Why not use a UIScreenListener?
