Sometimes games don't properly remove configuration settings when uninstalling. In order to solve this problem, you need to open your:
File/My Games/XCOM2/XComGame/Configuration/XComContent.ini
and replace:
ColorPaletteInfo = (Palette = ePalette_EyeColor, ArchetypeName = "Expandedeyecolors.EyeColor")
and
ColorPaletteInfo = (Palette = ePalette_EyeColor, ArchetypeName = "X2_UnitPalettes.EyeColor")
