Install:
Unzip the file and place 'GoT.bin' in 'C:\Users\(your username)\Documents\My Games\XCOM2\XComGame\CharacterPool\Importable'
Launch the game and go to the character pool from the main menu.
Click Import Characters and the Game of Thrones list should be there.
Select and select the characters you want or import them all.
