Simple sword oil balance changes

Improved sword oil balance in The Witcher 3.

The purpose of this mod is to solve an issue with the game's sword oil system and its strength after you level up. Explicitly:

green document

All oils provide 10%/20%/30% increased damage against their specific monster type, down from 10%/25%/50%.

All oils now contain a 30/45/60 cost, up from a 20/40/60 cost, to maintain balance with the increased oil cost skills while actually allowing you to have some good uses if you're not playing an alchemist role.

This mode is due to the lack of other balance oil modes, which either give infinite charge (thereby negating full points for some skills), or make their effects so powerful that they are basically overpowered instantly. Compatible with v1.31.

The oil fill is now 30/40/50 instead of 20/40/60. Oil now provides 15%/30%/45% damage instead of 10%/25%/50%. Some may find the initial modifications too harsh, and since I'm in the process of updating my mods, I decided to make some much needed modifications. This will make the base oil feel less dull and will dilute the higher quality oils slightly.
