Oils Rebalanced

Reduce the number of times the sword oil is effective so that higher level oils don't cause such crazy damage.

This is a very simple mod I came up with in my attempt to rebalance the game a bit without changing how the game feels and plays drastically.  I actually prefer vanilla to the balance mods I've seen, but I do think the game's scaling as one progresses is all out of whack leading to high level play often being stupidly easy, even on Death March.  This is the first of the mods I plan to make to address this issue.  This mod reduces the bonus damage of higher level oils, removing the exponential scaling.  This mod also increases the charges for oils, though only modestly compared to other oil mods I've seen.  This change was made to minimize the frequency of running out of oil charges in the middle of fight while not getting rid of the need to keep an eye on charges in general.

This change was made to minimize the frequency of running out of oil charges in combat, not to move away from the focus on oil charges in general.

Standard oils - 10% increased damage, 50 charges (Vanilla - 10% increased damage, 20 charges)

Enhanced oils - 20% increased damage, 75 charges (Vanilla - 25% increased damage, 40 charges)

Superior oils - 30% increased damage, 100 charges (Vanilla - 50% increased damage, 60 charges)
