Another implementation that doesn't require unlimited crossbow ammo to fix known bugs is mission security and is coded for the latest updates to the game. Created as part of partoutatix:lego overhaul.
Available in a variety of flavors:
As a standalone model, for those otherwise enjoying the vanilla crossbow experience, adds underwater firing of any bolts, making them remain at least as effective as the original underwater harpoons;
As a companion mod to the Crossbow Overhaul, simply remove the Infinity Bolt and rely on some other mods to iron out inconsistencies before and after the crossbow damage (tested with fcr3-dip and game-tuning, highly recommended).
Both versions disable the use of Infinity Bolts for most of the game, only re-enabling them for potentially failed missions. These include select stages of Beast of the White Orchard, The Last Wish, Open Sesame and Trills of a Blacksmith Knight. If you think there are other issues that require infinite bolts, leave your suggestions in the comments.
Install
Use nmm/vortex or manually place /modnoinfinitebolts in the /mods folder and /dlcnoninfinitebolts in the /dlc folder.
Run script merge (+nonofficial script merge patch) to identify and resolve potential conflicts with other mods.

Install & use Install: follow the bundled instructions
