Unzip the file using 7zip or your favorite file manager.

Drag the contents of the unzipped file to "Your PC Username\Documents\My Games\Skyrim Special Edition\Saving"

Launch Skyrim SE

Load the file by selecting "All" from the load button

Click to ignore missing mods warning

Hit "Tab" or equivalent on your gamepad to open the Vampire Lord perk menu, then spend extra points to complete the list of all perks.

There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
