Unlimited scales
Here is an xEdit script that captures every NPC old level and converts it into a multiplier. This means each NPC has a scaling factor of about 0.80, which is about 1.5x the PC's level (or more). It sets a whole new difficulty curve and results in an extremely balanced and challenging game. There is also no upper limit to the areas encountered.

I spent weeks looking for something that would adapt enemies to the player's level, but found very little of it, and what was there didn't quite work the way I expected.
So after all that I got stubborn and started looking for scripts, read scripts, learned 2 functions and managed to vaporize my brain. .Well, I managed to write this simple script.
Anyway, let's get started!
A challenge for you!
If you're reading this, I'm going to take off my leather gloves and get*! I challenge you to reach level 100 and face the hardest bosses using this mod!
What does it do?
- Find the "encountered" area individually and set min to 1, max to 0, and remove the "never reset" flag if there is one.
- It then looks for the NPC and checks (if the NPC has the level multi flag) if it has been skipped. If the NPC has a level, the following math is performed:
800 + (old level * 10) = X
X divided by 1000 (this is how the horizontal multi flag works in xEdit, 1000 = 1.0)
So the result will be a small number.
For example 800 + (32 * 10) = 1120/1000 = 1.12
This means that if the player is level 1 and encounters this NPC (let's say lvl32), the NPC's scaling will be 1.12x the PC's level. So it will be level 1.
Sorry, does this sound bad? What should you do if you are level 80 and encounter an NPC? Then it will be generated as lvl89. Is it cool now?
- Optional: It will also find all races and double their starting HP. (2 options are provided, 1 of which does not change race if you want to use something like NPC Stat Rescaler which I highly recommend)
This is necessary because when you set an NPC's level multi-marker, the game won't use certain fixed values. (This is how the game's balancing mechanism works, it selectively chooses certain stats for balanced NPCs, or calculates everything from other stats.)
Compatible with...?
everything.
Even mods that can rescale/unscale everything. Even these mods do this dynamically.
What will happen is that the difficulty will change because if you understand the formula, the difficulty will be set individually based on each NPC's old level - so it won't be based on the original game level, but based on the mod's changes.
I highly recommend TUS for this, it's also very handy and adds perks to a lot of NPCs so it will be more challenging. Even if a boss drops to near your level, it's still a BOSS.
Any other Mods you choose are compatible, even things like SOT, OBIS. As long as you run the script correctly!
anything else..?
I don't have time to experience all the results. Especially the end game, but in my testing I found a few game settings to be very useful in balancing NPCs with the Player, and balancing Player stats with the NPC scaling. I will provide this setup in esp (tagged esl), along with patched NPCs from Skyrim, DLC and USSEP.
If you choose to install it your own way using scripts and patches, my recommended setup is:
From Skyrim.esm - Game Settings:
-fNPCHealthLevelBonus = 0
-fPCHealthLevelBonus = 2
-iADVhmsLevelUp = 12
-iADVSkillsLevelUp = 10
Scaled statistics will stack with NPC starting values, health bonuses per level, and health per attribute. That's why I rebalanced the values, removing the raw hp awarded per level and making them have 2 more attribute points per level to compensate, they will distribute health/magicka/stam...
Then there are the rewards from leveling up, this applies to both the player and the NPC, so in this case, both sides get 2 points, which is fair to the player. Since this is very unfair to the players, I decided to add 2 more health points to each level of the PC. All of these health points can be changed in all settings if yo …
Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
