Tweaked Master's spells and rolls

Master spells and scrolls can be cast from two hands or dual cast while moving, and can be interrupted for one second of recharge.

Using the Creation Kit, I made some quick adjustments to how the main spell works. My first problem with the master spell is the inability to move. The easiest solution is to cast the spell with one hand. My next issue is the delivery time, so it's reduced from 3 seconds to 1 second. You can still interrupt in that moment. Finally, I made sure that all master level spells had the ability to be dual cast. Finally, spells can be cast both while moving and from two-handed or dual-casting, and can interrupt the charge for one second.

For main-level scrolling, the same changes were made, except that double conversion is not possible even with the correct privileges.

There are already similar mods, but for older versions of Skyrim, or contain other content that I don't like. There's still a good balance, but the spells are useful now. If you've reached the point where you can use these spells, you should realize their true power.

Ultimately, spells can be cast from either hand or dual cast, both while moving, and have an interruptible one second charge time.

For master level scrolls the same changes were made with the exception that they are unable to be dual cast even with the correct perks.

There are similar mods already out there but were for the older version of Skyrim or included extra things that I disliked. There still is good balance but these spells are now useful. If you have gotten to the point where you can use these spells you deserve their actual power.
