Adding snow to inland cities

Add snow to the inner city by using CK and "mesh" changes. Now, every time you enter a city with a winter mod, you won't be immersed in rest.

The cities edited include Riverden, Whiterun, Markas, and Solitude.

This is done because the changes to the city are missing from Tamriel Climate, or something in my modification list is editing the changes.

It was discovered that directional snowfall was causing some windows in Rift to lose their texture and appear blue in the game. Removed changes to these buildings.

You can see the error in the third picture.

1.2 Same problem as above, but with four buildings in Markarth. Solved by reducing the snow scene.

Adds snow to interior cities by using CK and Mesh changes. Now there isn't an immersion break every time you enter a city with a winter mod.

Cities edited are Riften, Whiterun, Markarth, Solitude.

This was made because changes to cities was missing in Climates of Tamriel, or something in my modlist was editing those changes.
