About this mod Machine translation
Skooma is Illicit prevents respectable merchants from buying and selling Skooma and Moon Sugar.
Belethor wants to buy your drugs (and more importantly sell them), there's a guard outside his door 24/7, and whoever controls the Skooma deal is thinking about launching!
Skooma is Illicit prohibits respected (and semi-respected) merchants from buying and selling Skooma and Moon Sugar. You can still get your fix or sell drugs, but only to people you expect to be involved in the illegal trade.
This mod is super lightweight and doesn't introduce any new enforcement mechanics (like in Morrowind, merchants won't deal with you if you carry them). This only makes transacting on Skooma more inconvenient.
Includes versions for CACO and Skooma drug effects. Offer optional price changes (harder to buy/sell means higher price).
Technically, this mod:
Added VendorNoSale keyword to Skooma and Moon Sugar so general merchandise merchants won't buy or sell them.
Removed Moon Sugar from the ingredient vendor list so it doesn't pop up in the dispensary.
Create new illegal vendors and level lists available to selected merchants.
Does not affect non-merchant NPCs trading in Skooma.
Gives thieves and thieves a chance to drop Skooma and Moon Sugar.
Does not affect slumber sap (legal).
It's all very simple, no need to change the script or add anything. Adding or removing mid-game should be no problem. Depending on your settings, changes to levels and vendor lists may take several days to update.
compatibility
Mods that modify Skooma recipes will conflict with mods that modify certain vendor lists, level lists, and containers. It should be easy to patch conflicts manually in xEdit (for MLU, container and level list fixes - complete loot overhaul, scarcity, etc.). Including it in a "mash" or "smash" patch should also do the trick.
All versions require Dawnguard and Dragonborn DLC. CACO version requires Hearthfires DLC, USSEP and a complete alchemy and cooking overhaul. The SDE version requires the Skooma drug effect.
All versions of the plugin are ESPFE.
integral
Great assistance using xEdit and UESPWiki.
The complete Alchemy and Cooking Overhaul version builds on the excellent work of K Fan and her team. The Skooma Drug Effect version uses johnwayne1930's Skooma ideas.

As much as Belethor wants to buy your drugs (and more importantly, sell them), there's a guard right outside his door 24/7 and the people who control the Skooma trade to think about to boot!

This mod is super lightweight and doesn't introduce any new law enforcement mechanics (like in Morrowind where merchants wouldn't deal with you if you were carrying). It just makes it a lot more inconvenient to trade in Skooma.
Versions for CACO and Skooma Drug Effect included. Optional price changes (harder to buy/sell means it's more expensive) available.
Technically speaking, this mod:
Adds the VendorNoSale keyword to Skooma and Moon Sugar so general goods merchants won't buy or sell them.
Removes Moon Sugar from ingredient vendor lists so it doesn't pop up in apothecary shops.
Creates new illicit vendor and level lists usable by select merchants.
Does not affect non-merchant NPCs that deal in Skooma.
Gives bandits and thieves a chance to drop Skooma and Moon Sugar.
Does not affect Sleeping Tree Sap (it's legal).
It's all pretty straightforward with no script changes or additions. Should be fine to add or remove mid-game. Leveled and vendor list changes may take a few days to update depending on your settings.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
