Shout cooldown
This mod reduces and balances the cooldown of all shouts. In vanilla Skyrim, some shouts become less worthy of the extra words, and many shouts are never worth using because their cooldowns are too high compared to their utility. This mod solves these problems and makes various shouts more feasible.

question:
Many shouts are completely unbalanced and not worth using in vanilla Skyrim. Some calls become less worthy of the extra words, some are never worth using because their cooldown is too high, some are not worth using and get worse with other words (see examples below). Additionally, Shout cooldown is too high overall. Shouts take a long time to recharge, and it almost doesn't matter if the Dragonborn forgets to use them in combat, as they won't have much of an impact anyway. Shout should be an integral part of a player's arsenal, but in order for that to happen, the cooldown must be reduced.
Example 1: For the first word (1.6 DPS), Vanilla Fire Breath does 50 damage with a 30 second cooldown, but the third word only has 90 damage with a 100 second cooldown (0.9 DPS)! There's no reason to use more than the first word of Fire Breath; you can use the first word twice in a shorter amount of time to get the same amount of damage as a three-word combo.
Example 2: Vanilla Kyne's Peace has a 40 second cooldown for one word, and a whopping 60 second cooldown for all three words. Vanilla Unrelenting Force has a cooldown of 15 seconds for three words, up to 45 seconds for one word. It's absolutely not worth locking yourself on a 40-60 second cooldown to appease the animals around you, when you can use the first word of Unrelenting Force 3-4 times in the same time frame to swing any type of enemy on demand.
Solution:
This mod lowers and balances the cooldown of all shouts except Dragonrend, as it is already balanced with the cooldown of this mod. While other modes exist to lower shout cooldowns, this mode focuses on keeping all shouts as balanced as possible relative to each other. The cooldown is also kept high enough that Talos' Amulet and Talos' Blessing don't become too powerful when the Dragons use them.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
