This is an NPC/Follower named Sana.
Sana is a female dark elf/dunmer.
She is more than just a warrior for the citizens of Whiterun.
She does have followers and marriage abilities.
When you talk to her, she will always be ready to follow suit.
Find her at Whiterun Bannered Mare.
