If you installed after starting the game but before encountering the Thalmor patrol, open the console and type: stopquest MRTstage0
It should stop the task and start it when the desired level is reached (no guarantee).

If you install after you started your game but before met Thalmor patrol, open console and type: stopquest MRTstage0
