Not sure if I'm the only one with this issue, so I don't know if this is actually a bug or if it's just my game being bugged.
I'll share anyway, just in case.
Sometimes, random dialogue scenes in cities (and other places) are not completed, and certain NPCs get stuck in one of them as aliases.
You can tell by the behavior of the participants, they stop saying hello when you pass nearby and there are other scenes in there that stop happening.
This will periodically reset the scene tasks every 24 hours, clean up the aliases and restore everything to its original state.
This works for me.
Currently only five major cities are covered.
Compatible with everything, I mean it.

I'll share this anyway, just in case.
Sometimes the random conversation scenes in cities (and other places) don't complete, and some NPCs get stuck as an alias in one of them.
You can tell by the participants' behavior, they stop greeting when you pass nearby and any other scene with them in it stops happening.
This periodically resets the scene quests every 24 hours, cleaning the aliases and reverting everything to its former pristine status.
It works for me.
It covers only the five main cities at the moment.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
