Movement speed modifier

Added MCM menu allowing customizable individual control of all movement states (walking, running, sprinting) walking and riding (optional)

This is another motion speed mode...but! Done differently.

I take inspiration from ScrollingSpeedContinued and all other movement speed mods. But they didn't do it for me.

This module allows fully customizable control of each basic motion state individually via the MCM menu. esp and esl formats with fpod because.....why not

(Also added optional hold on sprint functionality, but only because the mod works better with that feature enabled)
