Work on the vanilla perk could solve many of the problems I'm having.
Why not use an existing perk overhaul?
Well, all the existing allowance reforms don't really solve any of my problems and even exacerbate them. After a lot of searching and testing, the answer was clear and I could figure it out myself. Aside from being overly powerful and requiring some grinding in some situations, Vanilla's perks aren't bad. So I opened the Creation Kit there and made the following changes to the game.
No more need for additional perks: You can now choose any perk in the perk tree, so no grinding is required. Exceptions include perks that require abilities provided by other perks, and for magic schools, you still need to be up to the regular skill level for the Apprentice/Professor/Adept/Expert perks. I also removed the helmet requirement from the armor perk.
No more stacked perks: you only have to choose a perk once, compared to Vanilla where you can choose a perk up to 5 times to get full functionality.
The power of all perks has been significantly reduced: no longer suppressing 200% damage or 125% weapon enchantments. You can still really beat the pressure, and Skyrim's lack of balance can't be fully addressed. I've done my best, within the confines of this mod, and to my abilities as a modder, however limited that may be.
NOTE: This is not a major improvement over Ordinator, Perkus Maximus or even SPERG. You're still dealing with a vanilla perk, albeit a low-power version with no features or minimal needs. If you want a complete overhaul, use one of the other mods. They are fun, but provide a different experience than this mod.
Only privileges beyond the requirements that have been removed are shown below.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
