This modders resource contains 59 new banners with their own textures and .nif files.
The designs are diverse and include bandit themes, medieval Hungarian patterns, spelling icons, flat colors, simple fabrics and other things.

If you need a variant with more wind then you can always copy one of the other generic banner nifs and change the texture to one of them.
