In order to be able to enter the Thalmor Embassy, you must meet the following conditions:
Your garment must have the keyword ClothingRich. These include all variations of "Fine Clothes". This means that modded clothing will also work if the modder has this keyword set for them.
You must wear shoes.
You must not wear any armor.
Rings, necklaces and tiaras are allowed. All other clothing items must have the ClothingRich keyword, including accessories such as wigs, capes, and backpacks, and they must not have the ArmorLight or ArmorHeavy keyword. The mission script does not explicitly check the armor value and armor type of the device, so they should not affect the results. In theory, this means you can wear clothing with armor values that pass Delphine checks, but I haven't tested this myself.

Description
In the vanilla game, you are only allowed to wear the outfit Delphine gives to you during the Diplomatic Immunity quest, even if you went out of your way to buy a suitable outfit yourself. This mod removes the outfit Delphine gives to you, which means you’ll have to buy one yourself.
To be able to enter the Thalmor Embassy, you have to meet the following conditions:
Your clothing must have the keyword ClothingRich. This includes, among others, all of the “Fine Clothes” variants. This means that modded outfits will work too if the mod author has set this keyword for them.
You must be wearing shoes.
You must not be wearing any armor.
Rings, necklaces, and circlets are allowed. All other clothing items must have the ClothingRich keyword, including accessories such as wigs, capes, and backpacks, and they must NOT have the ArmorLight or ArmorHeavy keywords. The equipment's armor value and armor type themselves are not checked explicitly by the quest script, so they should not affect the results; in theory, this means that you can have clothing with an armor value that will pass Delphine's inspection, but I have not tested this, myself.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
