describe
I absolutely love illegal shelters. These shelters really enhance the role play of thieves, providing a place to hide, rest, fence off stolen property, learn some skills, and just be with other thieves.
However, these shelters are fully furnished and equipped from the start, with crates literally stacked to the ceiling.
If you're a member of the Thieves' Guild, you know they're down on their luck, so maximizing success from prison to asylum feels out of place.
To solve this problem, I've linked most of the items (static clutter) to TG tags, hiding them, so the shelter will appear very sparse in the beginning.
Completing guild work will dynamically unlock more and more displays/clutter in all shelters.
You'll see firsthand the results of your criminal activities, as the sanctuary's wealth grows and develops over time.
details
Each shelter has 5 to 6 stages, and over time they will gradually gain wealth.
Sanctuary will be on full display about halfway through the Thieves' March questline, so you don't need to wait until you're a guild master to see the fruits of your labor.
The following phases will trigger refugee updates:
TG side requests 5, 15, 25
TG special work 1, 2
TG City Reputation Pursuit - Specialized for Whitlam, Winderham and Markarth.
No scripts are used, all objects are bound to vanilla x tags.
The toggled items are mostly static displays and are used primarily for immersion as it has no real impact on gameplay.
The exceptions are the Fences, which will open after the Five Sides quest, and the nocturnal temple in Whiterun, which will be unlocked after those city's Reputation quests.
City
The following shelters have updated feeds:
Whiterun, Windhelm, Markarth, Falreath, Morthal, Dawnstar and Winterhold
Solitude was unaffected for several reasons. Even though this is the busiest sanctuary, there are few displays of wealth to switch from.
Another approach would be to hide the provider, but I don't want this model to be limited in that regard.
Being the capital and a long way from Lifen, it's safe to say this refuge will be successful, independent of the Thieves Guild.
Raven Rock was not changed, as there was no point in having the Horizon quest impact Raven Rock Sanctuary.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
