The only thing this mod does is change the cast time of almost all mage-level spells in Skyrim to one second. One master level spell that has been changed is Lightning Storm, which has no cast time as said spell already plays a short animation at the beginning.
This change is due to the fact that master level spells are underpowered compared to similar expert level spells when compared to dual casts, and while this doesn't completely solve the problem, it makes master level spells more difficult to cast.
