With permission from the original creator, I bring you the SE port of this great mod! I created the initial port using SKSE64 v 2.0.10 and am currently running it on 2.0.12 with no issues on the current Skyrim SE build.
Please do not change ZENITH44's change requests or questions regarding this port. But please make sure you download and approve the original mod from HERE.

I'll do my best to keep this module up to date and address any issues that may arise. The following description is taken from the original mod page, but the link has been updated for Skyrim SE.

A simple mod that allows Magicka and Stamina to gain experience and grow as they cast spells and wield weapons! After installation go to your mod configuration and check the checkbox to activate the magic effect.

For a long time, I hated the static choices of health, magic, or stamina for each level.
Because I invested in health, I never had enough magic or stamina.
So I made this mod for personal reasons and decided to share it here.
I'm no longer a mage with no health because I invested in magicka.
I am no longer a warrior without stamina because I invest in fitness.
With this mode, your stamina and magic increase as you move.
Simply cast spells and swing your weapon to gain exp and watch your magic and stamina grow.
How this works, if a spell costs 10 magicka you get:
- 10 exp multiplied by 1 means cast the spell 10 times to gain
- A multiplier of 2 times 0.2 means casting the spell 50 times to increase
- 20 multiplied by 2 means cast the spell 5 times to grow
Stamina works just as well, except weight is used instead of spell cost and swing casting is used.
-:= Dynamic Magicka Features =:: -
Magicka's EXP growth based on spell cost
Configurable EXP multiplier (default is 0.2 exp per magicka point)
EXP needs to be equal to Magicka Base value
Magicka Growth is one of your level random integers
Targeted spells cast with 1 xp cast multiplier per second
Configurable Magicka growth cap (stops exp when you have X base Magicka)
-:: =Dynamic Endurance Features=:: -
Stamina's EXP growth is based on weight
Configurable EXP multiplier (default is 0.2 exp per weight point)
EXP requirement equals Stamina Base value
Stamina Growth is one of your level's random integers
EXP can be gained by swinging the weapon (weapon weight value is exp * multiplier)
EXP can be obtained by sprinting (carrying weight / total carrying weight * 10 times multiplier)
EXP is gained by blocking (half attacker's weapon weight multiplied by the multiplier)
Configurable stamina growth cap (stop exp when you have X base stamina)

I suggest a clean save but not too much should be changed from v6 to v7.
Start by writing down your character values for magic, stamina, and carry weight just in case.
Unfortunately, you will lose any exp gains and settings so far, but your attributes should remain the same.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
