Installed the Skyrim Special Edition particle patch for ENB and installed HHaleyy's Dust Effects then installed my patch... allowing my patch to prioritize/override the particle patch. Only textures, no plugins.
The problem is simply because Dust Effects textures are packed in BSA, so when the opposite happens, the particle patch overwrites the Dust effect... which is what my patch does.
