Standalone, revised version of Crime from My T'Skyrim - True Sky
MOD ALREADY INCLUDED IN T’SKYRIM – TRUE SKYRIM
Crime Overhaul changes the way Skyrim handles criminal activity:
Paying your bounty will never result in being transferred to another location.
Escape from crimes is now more challenging: Guards who say "Wait a minute. I know you" will force the player to engage in dialogue. (Violent crimes will get "Stand Stand" dialogue.) Exiting the dialogue will be considered resisting arrest.
The greeting distance of all NPCs has been greatly shortened, so you almost need to physically bump into a guard to get caught.
Crimes below the "petty crime threshold" will not get you caught by them (unless they are warned).
Catch you in the middle of accidentally attacking someone (even themselves), and the surrendering guard will immediately let you go.
In most cases, sheathing your weapon will prevent normal friendly NPCs from attacking you, and accidental violent crimes will be forgiven. (The exceptions are if you commit cannibalism or if your violent crime fine exceeds a threshold.)
Being caught by a defender gives the player a 50% chance of getting a "I don't have time for this..." response, which means you will be allowed to leave without paying a penalty. (This opportunity only occurs if you encounter an unsuspecting guard.)
Aela, Farkas, Skjor and Vilkas can now arrest players or claim bounties. This fixes the "endless power greeting" bug that existed in vanilla Skyrim.

Additionally, the values for crimes and other settings have been changed as follows:
Steal: 5 x item value
Stealing a horse: 500
Become a werewolf: 1500
Attack on citizens: 200 (forgivable - see below)
Jailbreak: 500 people (denied after jailbreak, see below)
Murder: 2000
Pickpocketing: 50
Trespassing: 300
Crime Alert Distance: 1000
Misdemeanor threshold: 300
Non-violent crime bribery/on-the-spot arrest threshold: 1,000
Violent crime bribery/on-site arrest threshold: 2000
Number of hits allowed to be used by friends and allies out of combat: 3 (This setting may or may not have a noticeable effect - it seems to be preventing citizens from becoming enraged when attacked, which I'm not sure is a good or bad thing, so any opinions are welcome).
Higher bounties for crimes by Patrick Lerner (with different bounties on each seizure)

attack forgiveness
Any time you accidentally attack a normally friendly NPC belonging to any crime reporting faction, you can block the attack yourself in exchange for your weapon. If you don't already have a reward for a violent crime, the fine for assault will be forgiven. At this point, there is a 30-second window before subsequent attacks will be punished. Sheathing your weapon will continue to deter attacks, but if you accumulate more gold on a violent crime charge (see above) you will have to answer to a guard and further charges will not be forgiven until your fine is paid in full.
Attacks on theft and other crimes can also be stopped with disguises, but the punishment for these crimes is inexcusable. Attack forgiveness is disabled during jailbreak. (see below)
Zanes
If you're the subject of waiting, you'll have the option once a week to escape from any number of non-violent crimes or violent crimes until you're arrested on the spot. This dialogue option is reset after every seven days of sleep in the game. (All holds are reset immediately, and using this option will not affect the cycle.)
The default number of days of 7 days can be changed by changing the global variable "CrimeOvertradDaysUntilResetThane". This change will only take effect after the next reset date has passed and players have rested.
The seven-day cycle runs according to the calendar and is not reset by sleeping. Actually "once a week".

High bounties for violent crimes will no longer be paid by fines. To change this behavior, set "CrimeOvertracerMurderPay" to 1.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
